Introduction
Project Introduction
Caltrans (California Department of Transportation) planned to construct the fourth bore of the Caldecott Tunnel to relieve traffic congestion in the off-peak direction between Alameda and Contra Costa counties. To ensure traveler safety and improve traffic efficiency within the tunnel, Caltrans decided to install an emergency response system, which includes fire detectors, video image detection (VID) cameras, jet fans, variable message signs, and emergency stations. In an event of fire or earthquake, the emergency response system will be activated for mass evacuation, while a tunnel radio system will override other radio stations to broadcast emergency messages to motorists. In addition, Caltrans is also building an Operation and Maintenance Control (OMC) center near the tunnels for continuous traffic management.

System Requirements
The tunnel’s fire-life-safety emergency system is an infrastructure designed to detect and suppress a fire, and protect travelers. Linear heat detector (LHD) will be used to detect fires, and carbon monoxide detectors will be installed to monitor air quality. VID cameras will monitor traffic patterns and analyze images, notifying operators in case of an incident inside the tunnel. When abnormal conditions occur, the system will activate 19 jet fans that are installed with the ventilation system. There are also 17 emergency rooms equipped with fire extinguishers and emergency phones. The variable message signs and tunnel radio system will also provide real-time information to motorists.
 

For video, messaging, and emergency data updates transmission, the tunnel needs a big–bandwidth, high-density, and highly-reliable network for system communication. The ICS-G7850 industrial 48+2G 10GbE switches are installed both within the tunnel and in the new Operation and Maintenance Control (OMC) center as the communication backbone, while the EDS-611 8+3G-port modular switches are installed within the tunnel for data transmission. For video transmission, the VPort 461-T H.264 industrial video encoders are installed for multiple video streaming. For network monitoring and troubleshooting, Moxa’s MXview industrial network management software is also installed in the OMC.
